Does "Tenants" mean a section about tenants, or somewhere tenants log in themselves? Built here as a section only, with the landlord as the sole user. A tenant login is a natural later phase.

Risks to design for
IDs and Right to Rent codes are sensitive personal data: encryption, tight access and a retention policy from day one.
Compliance rules vary and change. Alerts should say "check this", not give legal advice.
Email parsing will misfile sometimes, so confirmations and undo matter.
